PERMITTING+REBUILDING

Permit Assistance & Accelerated Plan Approvals
To support those rebuilding after the recent wildfires, the City of Los Angeles has implemented special measures to streamline the permitting and construction process:

Dedicated Rebuilding Department: A new department has been established to focus exclusively on rebuilding, permitting, and construction efforts. This applies to homeowners rebuilding within 110% of their original footprint. For instance, a 1,000-square-foot home can be expanded up to 1,100 square feet under this expedited program.

No Separate Demolition Permits: If demolition is included as part of your rebuilding permit application, no additional demo permit will be required. This allows FEMA to clear debris and hazardous materials without the need for extra permits.

Rebuilding Non-Conforming Structures: Sections of non-conforming homes (e.g., structures built in setbacks or under outdated codes) can be reconstructed, provided the new build remains substantially in the same location.

Restrictions:

No conversions to different uses (e.g., turning a house into a gym).

No increase in unit density (including ADUs).
-

All-Electric Requirements Waived: Temporary suspension of the all-electric mandate.

Faster Reviews:

The Department of Building and Safety will provide feedback on submitted plans within three weeks.

Other city departments will respond within five weeks.

Environmental Regulation Relief: Temporary relief has been granted from CEQA and CCC regulations, expediting the rebuilding process.

Extended Timelines:
-
Up to seven years to obtain rebuilding permits.
-
Three years to complete construction after permits are issued.

Temporary On-Site Living & Storage: Property owners can use an RV or similar shelter during permitting and construction. Temporary storage sheds are also allowed for up to three years.
​
Please note that exemptions from seismic, hillside, or fire ordinances do not apply.

Challenges with Non-Disaster Permitting and Construction
Municipalities have shifted significant resources to wildfire disaster relief, resulting in:

Field inspectors reassigned to assess damage and tag unsafe structures.

Utility workers focusing on restoring power and minimizing further risks.
​
These shifts, combined with existing staffing shortages, may cause delays for non-disaster-related projects.​
